Oleoresin Capsicum or OC, is a resin oil found in plants like chili peppers. The plants are ground up and capsicum is extracted. This product can become many things, including cooking spices. 

OC Spray, or pepper spray is created by combining the oleoresin capsicum with solvent, propellant, and other additive chemicals. This is how the spray gets the correct consistency.
